Chloe joined the Madeleine Milburn Agency in 2019 from Northbank Talent where she spent four years building a Children’s, YA and SFF list from scratch, selling rights in the UK, US and internationally.

She began her career at Titan Books in publicity, where she worked on the campaign for Vicious by V.E. Schwab, amongst books by other prominent SFF authors. Her list includes No.1 Sunday Times bestselling Katie Kirby (the Lottie Brooks series), No.1 New York Times bestselling Laura Steven (Our Infinite Fates), Faridah Àbíké-Íyímídé (Ace of Spades) and Jordan Lees (The Whisperwicks), New York Times bestselling and award-winning Lex Croucher (Gwen and Art Are Not In Love) and multi-award winning authors Danielle Jawando (When Our Worlds Collided) and Benjamin Dean (How to Die Famous).

In 2024 Chloe was shortlisted for Agent of the Year at the British Book Awards.

Chloe is also an author. She has penned multiple YA and MG books for publishers such as HQ and Scholastic. Her adult debut was released in 2024 and her next novel, P.S. You’re The Worst, is out November 2025.

 

Actively looking for: Crossover; romantasy; romance; dark academia; sci-fi and fantasy with a strong hook; gothic; horror; thriller; magical middle-grade; adventure; contemporary middle-grade with a big heart; funny books across all ages; interesting/inspiring non-fiction across all ages; diverse authors.

I’m on the hunt for SFF that could sit on an adult or a YA list; mainly dark academia, horror and romantasy. At the moment, I’m particularly keen to find a great horromance, dystopian romance or romantasy that’s f/f endgame. I am drawn to dark humour, forbidden love, morally grey characters and terrible people doing terrible things.

I’m a huge horror fan. From ghosts to gore, I love it all, especially when it deals with real world issues, like Get Out. Please send me all the spooky! I’m a fan of gripping YA thrillers with a voice, hook or twist that stands out from other popular books in this area. Right now I’m especially eager to find a compelling magical murder mystery.

In YA fantasy, I tend to veer toward the gothic and fairytale-esque and I’m always interested when magic is used as a vehicle to comment on the real world. I like sci-fi novels that feel like they could be an episode of Black Mirror. 

I am desperate for contemporary new adult or YA romance with a strong hook (something that feels like it could be on Netflix) and characters that you keep thinking about long after you’ve stopped reading about them. (Bonus points if it’s f/f!) I particularly love it when a story feels like an updated version of a nineties or noughties classic and have a special weakness for revenge romcoms.

My first love as an agent is middle-grade and I will always be passionate about finding books that create future readers. I’m looking for stories that capture the pain and joy of growing up. Being a child is a unique time in life when you’re discovering the world around you and who you are for the first time, and I’m looking for stories that capture that spirit on the page and will stay with readers for a lifetime.

I love fantasy middle-grade packed with atmosphere, adventure and distinctive magic; I’m looking for wondrous worlds for kids to get lost in. I am also drawn to contemporary middle-grade centred around family or friendship, or books that tackle an issue in an accessible, child-friendly and uplifting way.

I’m forever on the hunt for funny fiction across all ages, as I believe the importance of humour in books is tragically underrated.

Broadly, I’m on the lookout for writers exploring mythology – particularly those from previously underrepresented cultures.

We represent all sorts of non-fiction for young people – from politics, to science, to history. I’d love to see anything inspirational or that takes a fresh angle on an interesting topic.

I’m interested to see work from underrepresented authors across the board.

It is hard to sum up one’s taste in one page so if, judging from what you’ve read, you’re unsure if I’ll like your book, please do send it along. Some of the books I’ve loved and taken on have been a surprise — you never know what might blow you away.

Submission Guidelines

Submissions should be emailed to childrens@madeleinemilburn.com

For children’s & YA submissions, please only send us material when you have a completed manuscript, and when you are completely satisfied that the novel is at a point you are happy to share it.

In the same way you would write a formal covering letter, please paste an introduction to your novel in the designated box in the form below. You should include:

  • A one or two-line elevator pitch
  • Up to three comparable books or authors from the past ten years you’d place your book alongside
  • A compelling blurb to get us interested in the story
  • Any information about yourself that is relevant to the work you are submitting

Attach a one-page synopsis and the first three chapters, or first 10,000 words of the manuscript in one document. There should only be one attachment sent via the form. The synopsis should ‘tell the story,’ with spoilers, rather than ‘sell’ the story (that is done in the introductory email).

Please note that we aren’t currently considering picture book submissions.
